This Study aims to identify and analyze the effect of budgetery participation,the role of authority of the budget user,clarity of budget goal.organizational culture as moderating variabel on the regional government performance.primary data were collected using a survey of civil servant (PNS) in 32 work units (SKPD) Pekanbaru city government consisting of 96 people head on education public and employment head section and sub-section .the sampling technique used purposive sampling,analysis of the data in this study using multiplelinear regression analysis by using spss version 20.0 The result of this study show that organizational culture as moderating variabel has no effect relation the role of authority of the budget user and the regional government performance

Diplomatic Relations Between Aceh And Turkey During The Reign Of Sultan Alauddin Mansur Shah (1577-1585 / 1586)

Aceh is regarded as the strongest ally of the Ottomans in the east, in the 16th century and 17th century AD. At that time, the two governments exchanged gifts with each other, and benefited together; whether in the form of trade, or in the form of technology and the military. The historical record notes that Aceh started making official relations with the Ottomans during the reign of Sultan Salahuddin, which is the 2nd in the Sultanate of Aceh. Yet to be studied in this paper is that the establishment of diplomatic relations between Aceh and Turkey during the reign of Sultan Alauddin Mansur Shah. Remarkably, Sultan Alauddin Mansur Shah hailed from Perak, but was crowned the 8th Ruler of Aceh. This qualitative study uses the library approach entirely to highlight the role and contribution of Sultan Alauddin Mansur Shah in efforts to strengthen cooperation between Aceh and Turkey. With the help of the Ottomans, he launched an attack on the Portuguese in Melaka. Aceh's strength even feared by the Portuguese authorities in Goa, India, forcing them to seek assistance from Lisbon. In conclusion, Sultan Alaudin Mansur Shah not only gained recognition from the Ottoman government but also succeeded in upholding the greatness of Islam; when reviving the trade routes of Muslims and looking after the welfare of Muslims in the archipelago

Malay Or Acehnese Sovereignty During The Reign Of Sultan Alauddin Mansur Shah (1577 - 1585): Western Imperialist Bastion In The East

The 16th century had shown that Western powers so vigorously expanded their influence in the East. Their main goal is to spread the mission of Christianization and reap wealth within the Malay world. Aceh is considered the main rival in the East because of its power as the strongest country in the Malay world and its position as a major center of trade routes. The reign of the 8th Sultan of Aceh, Sultan Alauddin Mansur Shah is regarded as a critical period for the Muslims in the East because at that time the Portuguese and the Spanish conspired to conquer the Muslim countries. The situation is causing Sultan Alauddin Mansur Shah to take steps to defend Islam and the sovereignty of the states in the Malay world. This study uses the qualitative method. The archival approach was chosen to examine the documents relevant to the scope discussed. In order for the study to be more structured, the aspect of historiography based on the sequence of events becomes a consideration. To ensure the accuracy of events within the reign of Sultan Alauddin Mansur Shah, the cross-reference technique of information is done. This technique is very important and relevant given that no thorough research has ever been conducted for the reign of Sultan Alauddin Mansur Shah with respect to the scope of the study. The result of the study indicates that Sultan Alauddin Mansur Shah emphasized the understanding of monotheism-Sufism among the community to develop the spirit of jihad against Western colonialists. Apart from that, he also implemented the constitution based on Islamic law. In order for the sovereignty of states in the Malay reserved, he has built good relations with other states of Pahang and Brunei in particular that each has a great influence within Malaya and Borneo
